Subcontractor quotes can rarely be compared directly: one includes scaffolding, another excludes transport, a third uses a different material. The cheapest on paper is often the most expensive once everything excluded is added back. The key is to level the scope first, then compare prices.
Example comparison: 600 m2 light steel roof frame
| Item | Subcontractor A | Subcontractor B | Subcontractor C |
|---|---|---|---|
| Quoted price | Rp84 m | Rp79 m | Rp88 m |
| Scaffolding | Included | Excluded: add Rp4 m | Included |
| Transport to site | Included | Excluded: add Rp3 m | Included |
| Section thickness | As specified | Thinner: non-compliant | As specified |
| Warranty | 1 year | 6 months | 2 years |
| Duration | 5 weeks | 4 weeks | 5 weeks |
| Price after levelling | Rp84 m | Rp86 m and technically non-compliant | Rp88 m |
| Decision | Chosen | Fails the specification | Reserve |
Steps
- Prepare one package with the same scope, drawings, specification, schedule and payment terms for every bidder.
- Invite at least three bidders with the same deadline.
- Build a comparison table: price every excluded item and add it back.
- Check technical compliance with the specification, not just price.
- Clarify open points in writing.
- Choose, then write the contract with the scope as levelled.
Common mistakes
- Choosing the lowest price without levelling the scope.
- Different packages for each bidder, so prices cannot be compared.
- Verbal clarifications that never reach the contract.
- Not keeping the comparison table as the basis of the decision.

Common questions
How many bidders should be invited?
At least three, with the same package and deadline.
What does levelling the scope mean?
Adding the cost of everything excluded from a quote, so every price covers the same work.
Must the cheapest bidder be chosen?
Not always. The quote must meet the specification and schedule; after levelling, the cheapest on paper can become more expensive.
