Construction tenders now require a construction safety plan (RKK) and a cost breakdown for applying SMKK (the construction safety management system), under Permen PUPR 10/2021. What gets judged is not the thickness of the RKK, but whether the hazards of the tendered work are really identified and controlled, and whether their cost is in the budget.
What an RKK contains
| Part | Contents | Example for a housing project |
|---|---|---|
| Leadership and participation | Safety commitment and policy, leaders’ roles, worker involvement | Safety policy signed by the director; daily toolbox talks |
| Planning | Hazard identification, risk assessment, controls, targets and programme | Hazard table per work item (below) |
| Support | People and competence, equipment, communication, documents | Certified safety officer, safety gear, signs |
| Operations | Controlling risky work, emergency readiness | Permits for work at height; emergency numbers and first aid kit |
| Performance review | Inspections, reports, follow-up | Weekly inspection; monthly safety report |
Example hazard table
| Work | Hazard | Risk | Control |
|---|---|---|---|
| Foundation excavation | Trench wall collapse | High | Sloped sides, no spoil heaped at the edge |
| Rebar fixing | Puncture from bar ends | Medium | Bar end caps, gloves |
| Column pour | Fall from scaffold | High | Boarded scaffold with rails, harness above 1.8 m |
| Roof frame | Fall from height | High | Lifelines, work in pairs, not in rain |
| Electrical installation | Electric shock | High | Temporary panel with earth leakage protection |
SMKK costs in the tender
The cost of applying SMKK is a separate section of the budget, covering items such as preparing the RKK, safety awareness, personal and work protective equipment, insurance and permits, safety personnel, health facilities, signs and consulting. Work it out from real needs (number of workers, duration), not a guessed percentage.
| Item | Working | Cost |
|---|---|---|
| Helmets, vests, boots | 30 sets × Rp250,000 | Rp7,500,000 |
| Harnesses and lines | 4 sets × Rp900,000 | Rp3,600,000 |
| Signs and safety barriers | 1 lot | Rp3,000,000 |
| First aid kit and refills | 8 months × Rp250,000 | Rp2,000,000 |
| Safety officer (part time) | 8 months × Rp2,500,000 | Rp20,000,000 |
| Example total | Rp36,100,000 |
Common mistakes
- An RKK copied from another project, so the tendered work’s hazards are missing.
- No SMKK cost in the budget, or one that does not match the RKK.
- The RKK finished at tender and never used on site.
- A hazard table without real controls, only "be careful".

Common questions
What is an RKK?
The construction safety plan: a tender document explaining how the contractor identifies and controls the hazards of the work, under SMKK, Permen PUPR 10/2021.
What does an RKK contain?
Leadership and worker participation, planning (hazards, risks, controls), support, operations including emergencies, and performance review.
Must safety costs be in the tender?
Yes. The SMKK cost is a separate section of the budget and must match the RKK.
