Since PP 16/2021, the old IMB has been replaced by PBG (building approval), and a finished building needs an SLF (certificate of fitness for use) before it is used. PBG comes before building, SLF after. For contractors, both decide when work may start and when the building may be handed over, so they belong in the schedule from the start.
Documents to prepare
| Group | Contents | Prepared by |
|---|---|---|
| Applicant | ID card and tax number, or company deed and tax number | Owner or developer |
| Land and zoning | Land certificate or land use agreement, zoning approval (KKPR) | Owner or developer |
| Technical design | Architectural, structural and MEP drawings with calculations | Design consultant |
| Environmental | Depending on scale, for example SPPL or UKL UPL | Owner with a consultant |
| For SLF | The PBG, as-built drawings, a technical assessment | Contractor and technical assessor |
The sequence
- Create an account on SIMBG (simbg.pu.go.id) and enter the building details.
- Upload the documents. The technical design is reviewed by an expert panel (TPA) or technical assessment team; revise the drawings if asked.
- Once the design is approved, pay the regional levy.
- The PBG is issued. Construction may start, and the local government may inspect at certain stages.
- When finished, prepare the as-built drawings and the technical assessment, then apply for the SLF.
- The SLF is issued; the building may be used and handed over.
Putting it in the schedule
| Activity | Example planned duration | Note |
|---|---|---|
| Prepare and upload the PBG documents | 2 weeks | Alongside the working drawings |
| Review and revisions | 2 to 6 weeks | Most often late; ask the local office for an estimate |
| PBG issued | Milestone | Start physical work after this date |
| Technical assessment and SLF | 2 to 4 weeks | Start at about 90% complete, do not wait for the end |
The durations above are only planning examples. Review times differ by region, and the implementing rules keep changing (for example PP 28/2025 on risk-based licensing). Confirm the document list and levy with the local public works office or licensing office (DPMPTSP).
For housing estates: PBG per type, prototypes and the low-income route
- For housing estates, the PBG is applied for collectively per house type, not per unit.
- Since 18 October 2024, SIMBG has 8 prototype designs for simple houses (Kepmen PUPR 2947/KPTS/M/2024); using one shortens the design review.
- A joint decree of three ministers (25 November 2024) waives the PBG levy and BPHTB for low-income (MBR) houses and cuts PBG issuance to 10 working days, once the region has issued its implementing regulation. The full explanation is in the article on PBG per house type.
Common mistakes
- Starting work before the PBG is issued, so the building can be sealed off.
- Drawings change during construction but are not recorded, so the SLF is hard to get.
- The SLF only started after handover, so the buyer or owner cannot use the building yet.
- PBG review time missing from the schedule, so the contract start date is unrealistic.

Common questions
What is the difference between PBG and SLF?
PBG is the approval before building, based on the technical design. SLF is the certificate after completion, stating the building is fit for use.
Is PBG the same as IMB?
PBG replaced IMB under PP 16/2021. IMBs issued before remain valid.
Where do I apply?
Through SIMBG (simbg.pu.go.id); the regional technical office and licensing office then process it.
