For housing estates, the PBG is not applied for per unit but per house type. Since late 2024 there are two more shortcuts for simple and low-income (MBR) houses: prototype designs already in SIMBG, and a three-minister decree that removes the PBG levy and BPHTB and cuts the issuing time. Both save money and time, but each has conditions.
Three shortcuts and their conditions
| Shortcut | What it is | Conditions and notes |
|---|---|---|
| Collective PBG per type | One PBG for each house type in the estate, not per unit | Each type still needs its own technical package; fewer types means faster review |
| SIMBG prototypes | 8 simple-house designs (Kepmen PUPR 2947/KPTS/M/2024, effective 18 October 2024), offered as options in SIMBG | The specification is standard so it is not re-checked; some regions also have their own prototypes |
| Three-minister decree (25 November 2024) | PBG levy and BPHTB removed for MBR houses; PBG issued within 10 working days instead of 28 | Applies only once the region issues its implementing regulation (Perkada); buyers must meet the MBR criteria (Kepmen PUPR 22/Kpts/M/2023, for example landed houses up to 36 m2) |
How much it saves
Each region works out the PBG levy as: floor area × locality index × unit price (SHST) × integrated index × built-building index. Because the values are set in each regional regulation, the amount differs by regency and city. Reporting when the decree was issued said removing BPHTB and the PBG levy could save up to about Rp10 m per house.
| Example: 40 units, 2 types | Without shortcuts | With prototypes and the MBR route |
|---|---|---|
| Number of PBGs | 2 (one per type) | 2 (one per type) |
| Design | Drawn and reviewed per type | Choose a prototype in SIMBG |
| Issuing deadline | 28 working days | 10 working days (with a Perkada) |
| PBG levy | As the regional regulation says | Rp0 for MBR houses |
Steps
- Ask the local licensing office (DPMPTSP) or public works office whether the Perkada implementing the decree has been issued.
- Make sure the house types and buyers meet the MBR criteria.
- Cut the number of house types; where suitable, use a prototype from SIMBG.
- Apply for a collective PBG per type in SIMBG after the zoning approval (KKPR) and environmental approval are done.
- Record the application and issue dates, so delays can be raised with the office.
Common mistakes
- Assuming the PBG is free when the region has not issued its Perkada.
- Too many house types, so the technical review repeats.
- Changing a prototype design without realising the change means it is reviewed like any other design.
- Applying for the PBG before the KKPR is done.

Common questions
Is the PBG free for MBR houses?
Yes, the PBG levy and BPHTB are removed under the three-minister decree of 25 November 2024, but only in regions that have issued the implementing Perkada.
How long does an MBR PBG take?
At most 10 working days under the decree, against 28 working days for a normal PBG.
What is a SIMBG prototype?
A standard simple-house design from Kepmen PUPR 2947/KPTS/M/2024 that can be chosen directly in SIMBG, so the design is not reviewed again.
