Value engineering looks for ways to meet the required function at lower cost, without lowering quality, reliability or safety. It is not just cost cutting: each proposal must say which function it meets and what it means for maintenance later. It works best before final drawings or early in construction.
Example proposals on a housing project
| Item | Original design | Proposal | Saving per house (example) | Note |
|---|---|---|---|---|
| Roof frame | Timber | Light steel | Rp1.5 m | Faster, termite proof; check section thickness |
| Walls | Clay brick | Lightweight block | Rp1 m | Lighter, thinner plaster |
| Frames | Timber | Aluminium | Rp0.5 m | Cheaper maintenance |
| Estate roads | Concrete | Paving blocks | worked out per m2 | Easier to repair; check the local infrastructure rules |
The figures above are only examples; work them out with the unit price analysis and local market prices. Compare whole-life cost (installation and maintenance), not just installed price.
Putting it into the contract
- Proposals are approved in writing by the client and the designer, because they change the specification.
- The saving is recorded as a variation, and any sharing of the saving follows the contract.
- Drawings and specifications are updated, and the change recorded for the as-built drawings.
- For government roads and bridges, the Directorate General of Highways has technical guidance on value engineering (SE 11/SE/Db/2022).
Common mistakes
- Cutting cost by lowering quality and calling it value engineering.
- Proposals carried out without written approval.
- Comparing installed price only, without maintenance cost.
- Drawings and specifications not updated after the change.

Ready to use the Komander agents on your projects?
When your workbook is complete, apply for a pilot: we help connect your project data to the Finance, Cost and Scheduler agents and review the first reports with you.
Send to melwani@komander.ai. Your workbook check result is included when there is one; the workbook itself is not sent.
Common questions
What is value engineering?
A systematic way to find alternatives that meet the same function at lower cost, without lowering quality and safety.
When should it be done?
Before final drawings or early in construction, while changes are still cheap.
How is it different from cost cutting?
Value engineering keeps function and quality; cost cutting often just lowers the specification.
