The method statement explains how the work will be done: the sequence, the plant and labour, and how quality and safety are kept. In a tender, evaluators read it to judge whether the bidder really understands the work, especially the main work items named in the tender documents. A method copied from another project is easy to spot and often gets a bid rejected.
What it contains
| Part | Contents | Example for housing block C5 |
|---|---|---|
| Overview | Location, access, site conditions, block order | Start from the back blocks so the entrance road is not damaged |
| Preliminaries | Site office, store, temporary water and power, setting out | Profiles and level pegs to the flood level |
| Main work items | Steps per item, plant, labour, testing | Foundations, ground beams, columns, walls, roof per house |
| Plant and labour | Type, number, when mobilised | 2 mixers, 2 vibrators, 4 gangs |
| Schedule | Link to the S-curve and gantt chart | 32 weeks, 4 houses at a time |
| Quality | Hold points and tests | Check rebar before pouring, slump test every truck |
| Safety | Main hazards and controls, refer to the RKK | Guarded scaffolds, harnesses for roof work |
What evaluators check
- Every main work item required by the tender documents is explained; none is missing.
- The sequence makes technical sense (for example no roof before the ring beam is poured).
- Plant and labour match the equipment list, personnel and unit price analysis in the budget.
- Durations match the schedule offered.
- Safety controls match the RKK.
On government tenders, the main work items and how method statements are evaluated are set by the tender documents and circulars of the Ministry of Public Works. Always follow the tender documents for the package.
Common mistakes
- A method copied from another project, with the wrong location or work type.
- Plant in the method differs from the plant in the unit price analysis.
- The schedule in the method differs from the bid schedule.
- Main work items listed by title only, with no steps.

Common questions
What goes in a method statement?
An overview, preliminaries, the steps for the main work items, plant and labour, schedule, quality and safety.
Why can a method statement get a bid rejected?
If main work items are not explained, the sequence makes no sense, or it does not match the budget, schedule and RKK.
Is it used after winning?
Yes. It becomes the basis of the site work plan and the pre-construction meeting.
